Meet the Board

Second Step's Board is a group of committed volunteers bringing their expertise and experience to the direction and governance of the organisation. Our Chair is salaried. Our  Chief Executive and Director of Finance are also members of the Board and you can find out more about them here.

Graham Russell

Graham Russell

Graham joined the Board as Chair in 2014.

Graham has worked with the private, public, and not for profit sectors at a senior level and is motivated by designing and implementing innovative solutions through collaborative partnership working.

Graham brings considerable experience of working with the private sector from 10 years as a Director at Business in the Community, where he led on HRH The Prince of Wales’ Rural Action Programme and engaging businesses with a wide range of public service issues.

Previously Graham has set up a number of social enterprises; has worked in local government to lead on major regeneration and economic development initiatives; is the Chair of a Housing Association; and has worked as an expert adviser to the OECD.

Graham was awarded a Winston Churchill Fellowship in 2012 to study innovative approaches to tackling homelessness and providing community solutions for affordable housing.

Liz Hine

Liz has a long-held interest in mental health and wellbeing from a lay perspective and has informally supported family and friends with mental health issues over many years. She was drawn to the Second Step Board in 2009 because of its approach to recovery and commitment to listening to service users about how to improve and develop services. 

Liz brings her knowledge and experience of voluntary sector management along with lay membership of BANES Primary Care Trust, where she took the lead on Patient and Public Involvement in developing local health services. 

A practitioner in the field of mediation and conflict resolution for over 25 years, Liz is an Associate of Mediation at Work, which offers a range of services to support the development of healthy working relationships.

Liz also chairs Second Step's Integrated Governance Committee which focuses on delivering high quality services.

Kelvin Blake

Kelvin Blake

Kelvin Blake enjoyed a long and varied career at BT in a number of senior executive and Board roles. Kelvin is currently Non Executive Director of both BrisDoc (GP led healthcare) and the Bristol Chamber of Commerce and Initiative. Kelvin also served 6 years as a Non Executive Director on the Board of the University Hospitals Bristol NHS Foundation Trust.

Katie Norton is Programme Director at NHS Bristol, North Somerset and South Gloucestershire CCG. Previously Katie was CEO of Gloucestershire Care Services NHS Trust; public sector consultant at Deloitte LLP; plus senior roles in primary, community and mental health.

Richard Gleave

Richard Gleave is currently the Deputy Chief Executive at Public Health England, the national agency that is responsible for advising national and local government, the NHS and the public about the public’s health. He has a background as a NHS leader, civil servant and an academic working in Bristol, the South West and in nation-wide roles. He joined the Second Step Board in October 2017.

Carrie has over 25 years experience of managing a comprehensive housing service, leading regeneration programmes, and developing strategic policy and partnerships in Bristol, Bath and South Gloucestershire. 

Carrie brings senior management experience from housing associations and local government, and is driven by a strong commitment to responsive, high quality and flexible service provision that understands and meets the diverse needs of every individual.

Carrie was drawn to Second Step because of its expertise, innovative and positive ethos towards mental health and wellbeing. Carrie rejoined the Second Step Board in late 2014, and sits on the Business Development Group for Second Step. Carrie also works as an independent freelance consultant.

Paddy Cooney

Paddy has long experience in mental health services from front-line practitioner to Chief Executive. For 10 years until April 2013, he led the South West Development Centre (originally National Institute of Mental Health) in the improvement of services for adult and older persons care. He also led the mental health Social Inclusion and Social Justice Programme within the Department of Health.

Before this, Paddy was Chief Executive of the Somerset Partnership NHS & Social Care Trust, the first integrated mental health trust in Britain. A trained social worker, he worked in Nottingham Mental Health Services and was a consultant with the Centre for Mental Health Services Development at King’s College London. Prior to moving to the South West, he was Director of Mental Health Services in Sheffield.

Paddy is now working as a freelance within mental health.
